The ideal starting point for implementing a BRT is a city's perspective for urban development, not just its traffic problems. The BRT, as implemented in many countries, has turned out to out to be more than just a solution to traffic congestion. It has become a solution to a larger need - for urban renewal and promoting economic activities in previously non-mainstream urban areas. In the case of Cebu City, the BRT could be a test case for introducing both an economically and environmentally sustainable solution. The design study for BRT should include an analysis of technology options that will minimize cost and environmental impact, without sacrificing performance.

The political correctness today uses
environment
as benefit of changes. Just like Y2K proponents they are pushing such projects. Let us be realistic. What will happened to the jeepneys and small transport businesses?
Consider these: centralized/one entity running the system will paralyzed Cebu City Consider these failures in (1) every election may change leadership and priorities (2)machines: one source like same buses for parts and maintenance will fail especially is financed tax based government budget. (3) Will be run by unionized labor !!!
I will rather take 24/7 jeepneys.
